Is an ADS-B In retrofit required?
ADS-B Out has been mandatory in U.S. controlled airspace since 2020. ADS-B In - the receiving half that shows flight crews the position of surrounding traffic - is not yet federally mandated. But the safety case is now on the record: in its final report on the January 2025 mid-air collision near Washington, D.C., the National Transportation Safety Board (NTSB) found that an airborne collision avoidance system using ADS-B In could have alerted the crew to the conflicting aircraft up to 59 seconds before impact.
That finding has put ADS-B In at the center of the regulatory conversation, with multiple aviation-safety bills addressing it now moving through Congress. Retrofit pathways by fleet

What an ADS-B In retrofit delivers
ADS-B In is no longer only a safety upgrade - a two-year FAA operational evaluation at Dallas/Fort Worth proved it pays back operationally. American Airlines equipped its A321 fleet with SafeRoute+ and measured the results across more than 2,000 operations.
In the first year alone, the evaluation recorded 490,000 lbs of fuel saved, 700 metric tons of CO₂ avoided, and $321,000 in operational savings - with zero separation-related safety incidents. Arrival spacing tightened by an average of 12 seconds, enabling four to five additional landings per runway per hour.
Scaled across all applicable A321 arrivals into DFW, the FAA projected fuel savings approaching 15 million lbs annually. Certification & compatibility
ADS-B In retrofits must meet defined performance standards to be airworthy.
